Approval and payment – what's the difference, and who should do what?

Many are unsure what actually happens when they approve a payment – and whether the money has gone out at that point. Here's the explanation, along with advice on who should have which permissions.

Approval is authorization – not payment

When you approve a payment, you confirm that everything looks correct: the right supplier, the right amount, the right account. But no money goes out. The payment is only processed once someone with payment rights sends it to the bank.

The flow is: Approval → Payment to the bank

Who should approve?

Approval is an internal control – you decide who in the organization should authorize payments before they are sent. It's common for the managing director, finance manager, or others with budget responsibility to act as approvers.

Approvers do not need access to the bank module in order to approve. They see the invoice and payment information in the Approval module.

Note: Currently, the bank account the payment is sent from is not shown directly in the approval view. The approver sees the amount and supplier, but not the account number – without access to the bank module. We are working on making this information available to approvers.

A common mistake: the same person approves and pays

If a user has the right to send a payment to the bank, they should not also be set as an approver. The reason is simple: it's easy to think you've paid when you've only approved. The payment is not processed until it has actually been sent to the bank.

Recommendation: Keep the roles clearly separated – the approver authorizes, the payer sends.

Who pays?

If you as an accountant are the only one making payments on behalf of the client, you may want to consider whether the client should approve the payment before you send it – or whether you should instead set up approval of the vouchers themselves.

If the client has their own users with payment rights, those users don't also need to approve the payments. In that case, it's easy to lose track of what has actually been paid versus what has only been authorized.
